And they have to show that how Luffy is fighting against everyone despite difference in n their power level.

I think Luffy’s power level is suitable for him.

And his rate of improvement with the while occasionally being brought close to the brink of death is pretty suitable as well in my opinion. I've seen someone once say it, gear 4th seems to be like gear 2nd of the New World where whenever he uses it, it takes a major toll on his body especially depending on how much energy he uses to fight. I suppose eventually, like what happened with gear 2nd and 3rd, he'll grow to be more comfortable maintaining that state for long periods of time in order to fight long battles.
